This version of the Proclamation emphasizes the word "service" representing both military and slave service. The Southern state's rebelling was relatively new and this document hopes that the conflict could be resolved through discussed rather than military power. "Military" is also frequently, emphasizing the potential for conflict in the future. "Slaves" is also frequently used, more so than in the 1863 Proclamation, this shows that initally President Lincoln was including slaves to his audience and letting the rebelling states know his intentions.
